On May 7 the South Coast AQMD Governing Board adopted Rule 2305 otherwise known as the Warehouse Indirect Source Rule (ISR). The rule was passed on a 9-4 vote after a daylong hearing.
 
The rule requires warehouses greater than 100,000 square feet to directly reduce nitrogen oxide (NOx) and diesel particulate matter (PM) emissions, or to otherwise facilitate emission and exposure reductions of these pollutants in nearby communities.
 
The Rule passage was celebrated by environmental groups across California, emphasizing the need to hold the transportation industry accountable for diesel pollution in the the Inland Empire, which has some of the worst air pollution in the nation.

Of course we know the true nature of Rule 2305 is three pronged; create an additional tax revenue source, discourage free enterprise within the state, and accelerate the exodus of the goods movement industry to neighboring states such as Nevada and Arizona.

At least 3,000 warehouses across the region will be affected by the ISR, which could have disastrous effects for those employees. More than $1.7 Trillion of products are moved across the region annually, supported by over 850,000 workers.
